Full Report
Anthropic published an updated Usage Policy on October 8, 2026, with the changes taking effect November 12. The company says most updates clarify existing rules and provide examples for Claude’s newer capabilities, informed by observed misuse in influence operations, weapons development, and surveillance. The update consolidates restrictions on deceptive political and commercial activity, including fake accounts, obscured message sources, and infrastructure used for influence campaigns. Its elections section is renamed “Do Not Undermine Democratic Processes” and focuses on using Claude to deceive voters or disrupt elections.
Anthropic removed its blanket prohibition on personalized vote and campaign targeting, while deceptive targeting and misuse of voters’ personal data remain prohibited under other policy sections. The revised policy also prohibits tracking people without consent, including in real time or through analysis of previously collected data. The weapons prohibitions explicitly cover software and components that make weapons work, as well as arming drones and other autonomous vehicles. For uses affecting health, legal rights, finances, livelihood, or access to essential services, qualified human review and disclosure to the affected individual that AI was used remain required; Anthropic says these requirements have not changed.
Why This Matters
The update clarifies boundaries for election and commercial deception, non-consensual tracking, and weapons-related uses, while also spelling out what changed—and what remains prohibited—in personalized political targeting. Those distinctions affect which Claude uses are barred and which high-impact uses continue to require human review and disclosure.
